The encouragement of manufacturer within the general power over trade,

If <would> revenue be the sole object if a legitimate import & the encouragement of domestic articles be not within the power of regular trade.

Essential implements for the public safety <insured> or fostered at home by regulations of commerce the usual & most convenient mode of providing for both.

"the constitutional power to protect & foster manufacturers by regulations of trade.


Improvements in the harbors & navigable rivers of the U. States

to the constitutionality & expediency of the power in Congress to encourage domestic products by regulations of commerce. In the exercise of the power they are repsonsible.
