ALBANY, February 21, 1815.

SIR,

A BILL has been introduced into the Senate, and referred to the Committee of Ways and Means, authorising a loan by this state to the general government, for the purpose of paying the militia of this state who have been ordered into the service of the United States.

The meritorious services rendered by that portion of the militia, to be embraced in the proposed provision, renders its adoption, in the opinion of the committee, very desirable, if the same can be done without prejudice or embarrassment to the interest of the state: on which last subject, your opinion is requested by the Committee.

The sum proposed is three hundred and fifty thousand dollars.
