The surveyor-general and attorney-general, to whom was referred the petition of Ralph Hascall and Ransom Noble, reported as follows, to wit:

That from the evidence submitted to them they are well satisfied, that the facts in relation to the premises are correctly stated in the petition, and that in their opinion the petitioners have an equitable claim to the interference of the legislature.
