Feby 10th, 1827.
I have the honor to acknowledge the receipt of your note of yesterday enclosing the memorial of William Tharp & requesting at the instance of the Committee on the Judiciary the facts in the case. I have accordingly the honor to enclose the copy [of my] letter to him dated the 4th October last stating the principle upon which his accounts were settled. It is understood that subsequently he appealed to the Second Comptroller, whose decision confirmed the settlement, to the correspondence in that office reference is respectfully made for further particulars. The several settlements with their accompanying vouchers refered to in my letter now furnished, more on the 6th Inst transmitted to the Hon’ble Mr Kittera one of the members of the Jud Committee in the House of Rep at his request & have not since been returned to this office. In those accts the particulars constituting the several amounts paid to the petitioner are contained & to which respectfull reference is made. The petition is herewith returned.
